JOB TITLE: SENIOR CONTRACT ADMINISTRATOR (Construction)
DEPARTMENT: Planning and Development
REPORTS TO: DIRECTOR OF PLANNING & DEVELOPMENT
FLSA STATUS: Exempt
UNION REPRESENTATION: None SummaryThe primary purpose of this job is construction management work directing all of the contract administration activities for consulting and construction work at all CHA developments. Work differs from that of Construction Project Manager in the number and dollar volume of contracts administered, the size of the staff supervised and the complexity of the problems encountered. Relating to tenants and other CHA departments is a significant aspect of this work. Work is performed under the direction of the Director of Planning and Development. Assignments require evaluative thinking and considerable use of second judgment based on established precedents and defined policies.
QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Education and/or Experience Must possess a relevant degree, coupled with five or more years of demonstrable experience in the contract administration of affordable housing. A Master's Degree in engineering, public administration or architecture preferred. An equivalent combination of education and experience may be considered.Technical SkillsMust have the ability to comprehend and evaluate technical building/construction-related issues and experience with green buildings and sustainability, specifically compliance with Enterprise Green Building criteria. Strong organizational, communication and problem-solving skills, together with the ability to effectively supervise a professional staff are required. Must possess a valid Massachusetts driver's license and be insurable under CHA policies.To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook). Incumbent also should be capable of using financial and accounting software and must be able to learn other computer software programs may be required by assigned tasks.
Essential Duties and ResponsibilitiesThe below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.Plans, assigns and reviews the work of a staff of contract administration, and construction inspection personnel; instructs contract administrators in various facets of contract administration; trains new employee in the duties and responsibilities; conducts periodic staff meetings to discuss and resolve problemsPrepares recommendations to award, modify and closeout each consulting and construction contract. Primary responsibility in this area is to ensure that staff is properly directed in the preparation of appropriate recommendations and that staff us giving adequate and effective guidance to consultantsMakes recommendations and signs appropriate approval forms for each payment to consultants and contractorsPrepares evaluations of personnel on a timely basisMaintains on-going dialogue with Senior Planner to keep appropriate Tenant Council and Management Department informed as to progress of any modification to all construction contractsOversees preparation of annual physical needs assessment at each development eligible for modernization or improvement funding; assists in preparation of annual request for modernization funds at eligible developments COMPETENCIESTo perform the job successfully, an individual should demonstrate the following competencies:Behavorial CompetenciesCommitment: Sets high standards of performance; pursues aggressive goals and works hard/smart to achieve them; strives for results and success; conveys a sense of urgency and brings issues to closure; persists despite obstacles and opposition.
