Salary: 2020 Salary is advertised. A retroactive salary adjustment for 2021 is expected subject to ongoing collective bargaining negotiations.

Recognized as one of the nation's most capable and professionally managed public housing agencies, the Cambridge Housing Authority (CHA) is dedicated to enhancing the quality of life in Cambridge, MA through comprehensive management of communities, innovative property redevelopment, and the promotion of resident supportive services. In a collaborative and accommodative work environment, the CHA's 220+ employees manage approximately 2,900 housing units in Cambridge and administer some 4,800 mobile housing vouchers throughout the city. The CHA is midway through a $750 million housing stock preservation and improvement program. These efforts drive our search for an appropriately qualified individual to join our current Fiscal team.
This role will perform Assistant Controllership duties supporting the Deputy Fiscal Director and Budget Director in completing the day to day accounting, internal control, and reporting functions. Develop and maintain financial and operational accounting processes and procedures for collecting, recording, analyzing, and reporting the activities of the Agency, its component units and affiliated entities in accordance with Generally Accepted Accounting Principles. Support the implementation of new accounting pronouncements and the fulfillment of annual audits. Support the adoption of a new enterprise resource planning (ERP) system to meet internal/external Agency requirements. Help in building a more robust controllership function to support the expansion of the business.
Responsibilities will include:

  • Execute monthly closes
  • Establish and maintain internal controls
  • Monitor and analyze key accounting processes such as AP, AR, Fixed Assets and Revenue and Expense
  • Support complete and timely account reconciliations
  • Provide information to auditors
  • Support the implementation of new ERP System
  • Instill a culture of continuous process improvement
  • Collaborate with Agency departments on a daily basis
  • Assist with compliance audits as required (banking, taxing agencies, insurance, etc.) Preferred candidates will possess the following skills:
    • Strong US GAAP technical accounting expertise (FASB and GASB)
    • Strong MS Office Suite, with an emphasis on Excel.
    • Strong process-oriented mindset
    • Ability to handle high volumes of work?ow and monthly deadlines
    • Works independently and with minimal supervision
    • Proven ability to analyze problems and develop solutions while working with minimal supervision
    • Focus on eliminating inefficiencies and building lean monthly processes

      • At least 5 years' experience in US GAAP accounting and reporting strongly preferred
      • Experience with leading periodic financial closings required
      • Track record of success working in a team environment
      • CPA preferred
      • Real Estate industry experience preferred
      • ERP implementation (Yardi) experience required
      • Experience with independent public agency businesses a plus

        The primary purpose of this position is to gather, synthesize, and analyze financial data to support budget creation and tracking for the Cambridge Housing Authority ("CHA" or "Authority") and its departments, as well as to prepare corresponding reports. The incumbent will also serve as the Emphasys-Elite data expert for financial information, developing reports for the Authority and coordinating with the IT department to ensure that financial data needs are being met in Elite.

        All activities must support the CHA's strategic goals and objectives and produce results that accomplish the goals of the Fiscal Affairs Department.

        Education and/or Experience
        Bachelor's Degree in accounting, finance, or related field, and a minimum of three (3) years of demonstrated budget experience, including preparation, administration, and reporting. Must have valid Massachusetts driver's license and be insurable under CHA policies. An equivalent combination of education and experience may be considered.

        Technical Skills
        To perform this job successfully, an individual should have advanced computer skills (MS Word, MS Excel, MS Access, and MS Outlook). Ability to learn other computer software programs may be required by assigned tasks.

        • Assists departments in gathering, synthesizing, and analyzing financial data related to short-term and long-term project budgets and time lines, leading to the creation and tracking of Authority-wide budgets. Assists in identifying the need for and processing of any necessary budget revisions
        • Serves as the point-of-contact for all financial matters relating to the Emphasys-Elite software; ensures that all financial data in Elite is accurate and complete; and develops Elite reports as requested by Fiscal Affairs and other CHA departments
        • Coordinates with Authority's IT department to ensure that financial data needs are met in Elite. As needed, collaborates with IT department to design, implement, or improve related processes and policies
        • Assists CHA departments with a wide range of financial information requests and problem solving. Helps to identify departmental funding needs and match those needs with sources of revenue
        • Maintains financial data on grant spending and receipts
        • Assists in the monitoring of expenditures against overall plans, and the reporting of results to departments and management
        • Ensures timely obligation and expenditure of funds
        • Processes and approves all requisitions for expenditures
        • Prepares monthly variance analysis report for each site and department
        • Prepares and posts journal entries for management fees, fee-for-service, and front-line costs
        • Reviews monthly Board resolutions for funding and eligibility
        • Prepares and posts allocation entries for gasoline and postage monthly
        • Books bank reconciliation entries, and miscellaneous cash receipts and HUD payments to General Ledger
        • Provides funding requests to HUD and other Federal, State and Local governments as well as foundations and other organizations. Ensures compliance with CHA standards and goals
        • Ensures that all operating budgets, capital funds, Section 8 fee accounts and grant money complies with grantor and program guidelines and CHA standards and practices
        • Tracks actual progress, budget revisions, and budget reporting and analysis
