ABOUT THE ROLE:

The City of Cambridge is excited to embrace a digital Human Resources (HR) transformation to leverage technology to modernize and optimize HR functions within the organization. The Director of HR Transformation will lead the adoption of digital tools, software, and strategies to streamline HR processes, improve employee experiences, and enhance overall organizational efficiency. The digital transformation will impact areas such as recruitment, employee onboarding, performance management, training, payroll, benefits, service delivery and more. The goal is to use technology to automate routine tasks, gather data-driven insights, and provide self-service options for employees, ultimately leading to better decision-making and a more agile HR department.

The Director of Human Resources (HR) Transformation is a strategic leadership role responsible for designing, implementing and managing effective system, tool and business process transformation efforts that support the operation of our core service delivery. This position reports to the Chief People Officer and works closely with the Director of HR Administration, Director of ERP Transformation and the Chief Information Technology Officer. This is a highly impactful role that demands attention to detail, excellent problem solving, communication, presentation and project management skills.

ESSENTIAL DUTIES & RESPONSIBILITIES:

The specific duties of the position include but are not limited to the following:

  • Identifies process flow gaps and drive the implementation of HR technology solutions that streamline processes, improve data analytics, and provide valuable insights for informed decision-making.
  • Enhance the effectiveness of employee issue resolution and HR service delivery by leveraging information technology, streamlining processes, strengthening controls, and liaising with other specialized roles within the city.
  • Develops and leads staff in delivering high-quality customer support, with a focus on timely and accurate HR service delivery in a municipal environment. Document and train staff and deploy the redesigned process.
  • Build support for new approaches to transformation or the operating model and ensure services are designed and implemented by the appropriate part of the organization/HR Department.
  • Collaborates across departments, necessitating very strong interpersonal, change management, and communication skills in driving for results.
  • Collaborate with legal and compliance teams to ensure HR business processes are aligned with applicable laws and regulations.
  • Monitor industry trends and best practices to proactively identify opportunities for continuous improvement within the HR function.
  • Supervise and evaluate staff as needed.
  • Serve as principal advisor to Chief People Officer regarding transformation strategic planning and execution.
  • Other duties as assigned by the Chief People Officer. MINIMUM QUALIFICATIONS
    • 8-10 years of progressive Human Resources experience in a municipal setting.
    • Four-year bachelor's degree or equivalent combination of education, training, and experience.
    • Demonstrated commitment to fostering an inclusive and equitable work environment.
    • High standard of professionalism and ethics.
    • Ability to communicate effectively both verbally and with written communications.
    • Possess a high level of attention to detail.
    • Ability to energize, inspire and motivate a team to exceed objectives.
    • Demonstrates strong analytical, problem-solving, project management skills; Strong business acumen.
    • Possess the ability to effectively manage multiple priorities and deadlines. PHYSICAL DEMANDS: Ability to access, input, and retrieve information from a computer. Answer telephones and maintain multiple files. Must read and analyze large quantities of information. May require travel to get back and forth from office to offsite meetings. This position may be eligible for hybrid work under the City's Telework Policy, depending on operational needs.       WORK ENVIRONMENT: Work is conducted primarily in an office environment with fluorescent lighting, air conditioning, computers, and other standard office equipment, but also involves meetings in other offices or facilities.
