Position Title: Senior Program Manager for Energy and Building SystemsGrade: Department: OperationsReports To: Director of Operations or their designee FLSA Status: Exempt UNION: Non-UnionDate Approved By Department Director: Date Approved By Human Resources Department: Summary The primary purpose of this position is to perform technical, mechanical, administrative and supervisory work in the Operations department of the Cambridge Housing Authority ("CHA"). The incumbent supervises the implementation and management of the complete energy program, prepares work write-ups and specifications of bid documents, and develops, implements and monitors the preventative maintenance program.The incumbent will provide energy management services to the Cambridge Housing Authority, with an emphasis on implementation and monitoring of mechanical energy systems, including solar, co-generation, chillers, and heat pump systems. The incumbent should have proven ability with Building Management systems and automatic temperature controls. The incumbent will supervise the complete energy management program, including energy reporting and, energy related bid specifications.All activities must support the CHA's strategic goals and objectives and produce results that accomplish the goals of this high performing housing authority. CHA's energy program has won national recognition energy and green house gas reduction and energy reporting from the Department of Energy's Better Building program, and participates in both City and regional energy planning programs.QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Experience in building/property management and supervisory-level experience are required. Considerable knowledge of the Massachusetts Building Code is a plus. Must have valid Massachusetts driver's license and be insurable under CHA policies. An equivalent combination of education and experience may be considered. Technical SkillsTo perform this job successfully, an individual should have strong familiarity with a variety of Building Management Systems (BMS) and Automated Temperature Control (ATC) Systems, with the ability to monitor daily system data and implement changes to these systems to insure optimized efficiency through modification/changes to system settings and schedules. Ability to learn other computer software programs may be required by assigned tasks.Essential Duties and ResponsibilitiesThe below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned. Directs and manages programs as necessary to meet energy consumption and carbon reduction goals. Manages current utility reporting systems on existing platforms, Wegowise and Portfolio Manager. Creates custom reports as necessary for Operations and Fiscal departments. Responsible for managing the agency's annual BUEDO (Building Energy use Disclosure Ordinance) submission. Ensures the Energy Audit findings are following, including but not limited to; the installation of equipment and conservation protocols to determine that all means and methods to reduce energy consumption including field inspections, and in-house energy audits to all developments are observed.Directs and manages the development of the utility allowance plan and provides direct oversight involving all updates.Oversees and administers the Agency's preventative maintenance program for energy related mechanical systems, and envelope enclosures.Responsible for the implementation and management of a complete energy management program for the Cambridge Housing Authority (CHA) properties to include HVAC systems operation management, fire and security systems operations management, domestic water conservation, facility energy usage real time monitoring, project commissioning and implementation, operations and preventative maintenance planning and programs.Responsible for receiving, compiling, evaluating, and presenting for payment gas, water and sewer, and electric utility bills under Billing Administration Program; serves as primary contact for the utility service representatives and the municipal water department ; coordinates future energy supply purchases from retail supply providers.Provides direction and supervision over the staff and programs associated with Mechanical Operations on a day-to-day basis; convenes a monthly meeting of all Maintenance Operations staff.Serves in an advisory capacity to Executive Management on all matters pertaining to mechanical operations and energy management.Responsible for developing and monitoring a preventative maintenance and energy management budget; recommends budget modifications to the Director of Maintenance to satisfy changing program requirements and staff adjustments.Ensures that the operating procedures for all preventative maintenance and energy management activities are completely documented and that documented procedures are updated and revised as necessary.Provides overall guidance, interpretations, and program management to all preventative maintenance and energy management programs in the Department; determines operating problems and procedures; develops recommended solutions and approaches to the impacted area.Directs weatherization and renewable energy efforts ensuring compliance with Federal, State and local regulations; researches and manages application efforts for grant funding related to energy efficiency. Examples include the LEAN program, Massachusetts Clean Energy Center, and utility programs.Plans routine operations, proposes special projects, and proposes new and improved activities; reviews work plans and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and timeframes.Trains staff on how to maintain optimization of energy management systems.Serves as technical advisor and assists with contractor and material procurement procedures. Prepares specifications for renovations and maintenance of the Agency's property, as directed.Assists in planning, developing, and administering a program of operations and operating policies and procedures to implement the Department's assigned functions.Adheres to all policies and procedures of the Cambridge Housing Authority and all federal and state laws; maintains current knowledge of energy conservation regulations and advanced building technologies; and provides consultation as needed for new development and/or modernization initiatives.Collaborates with other public, non-profit and private agencies to improve CHA's energy management strategies. Oversees non-energy related building systems such as Security Camera Systems, Building Access Systems, etcAttends appropriate internal and external meetings as assigned by supervisor or Department Head. Such meetings may include: Maintenance Department Meetings, Staff Training, Programs, Public Hearings, Community Meetings. Including representation of the CHA's energy program at national and local conferences such as NESEA and Green Build.Participates in CHA's small capital work, including identifying small capital projects needing completion, spec writing for small capital projects, bid solicitation for small capital projects, oversite of small capital projects, etcPerforms other related duties as assigned. Extensive knowledge of building construction, maintenance, and relevant legislation affecting energy efficiency. Thorough knowledge of occupational hazards and corresponding OSHA safety precautions necessary for safe performance of assigned duties. Knowledge of HVAC design. Knowledge of operation, maintenance, service and troubleshooting requirements of high efficiency heating and colling mechanical systems.Technical principles and practices of specification, and cost estimate preparation. Technical report writing and preparation of correspondence. Ability to interact with a diverse client population including low-income elderly and persons with physical and/or mental disabilities.Knowledge of application Federal, State, local and HUD laws, rules, regulations, codes and guidelines as they relate to public housing.Ability to read and understand moderately complex repair and service manuals, diagrams, and instructions/warnings.
