  • VP, Head of Federal Affairs & Alliance Development bb VP, Head of Federal Affairs & Alliance Development The global government affairs, alliance development and policy (GAP) and US-wide flock is all about working collaboratively and creatively to deliver for patients and pave the way for sustainable access to cell and gene therapies. Whether it's making sure bluebird is an active partner with, and educator of, external stakeholders on the science, understanding of the diseases we aim to treat, and the systemic recoding of market- and region-wide policy, we are driven by facilitating timely patient access to novel, approved gene therapies. Come work with a dedicated, expert group of birds that loves rising to the challenge much as we do HOW YOU'LL FLY As a GAP bird reporting to the Senior Vice President, Global Government Affairs, Alliance Development, and Policy, you'll help to bring more patients their bluebird days by:
    Leading the translation of the company vision into a public affairs strategy and vision for the US
    --- Driving the development of policy strategies (i.e., those that rely on legislative or regulatory change, or those that rely on changes in policymaker behavior), to achieve bluebird's business goals in the US Public Payer (eg, CMS), oversight (Congressional committees of jurisdiction) and rule making (eg, HHS) stakeholders
    --- Helping to coach, support, and advise Alliance Development lead and State Payer Team.
    --- Working closely with US Regulatory, Commercial and US Public Affairs team /leadership to identify potential public affairs opportunities and threats in the short and long term to bluebird's business goals and drive strategies to address them across patient advocacy, communications, and government affairs/policy
    --- Successfully establishing and achieving quantitative metrics for the Federal Affairs team that effectively demonstrate its business impact Requirements
    • BS or BA required; MBA, MPH, JD or other advanced degree preferred. Minimum 15 years of biopharmaceutical experience, with at least 8 years' experience in federal government affairs, legislative, public health policy or advocacy or other related management positions.
      Demonstrated knowledge and understanding of issues affecting the pharmaceutical and biotechnology industries, Medicare & Medicaid policy and general health care policy - especially in the oncology sector.
      --- In-depth understanding of pricing, reimbursement, drug review and approval process and other relevant regulatory issues. Strong understanding of public and private payer initiatives affecting reimbursement of pharmaceutical and biotechnology products.
      --- Experience with rare disease and oncology products highly preferred
      --- Possess the desire and the ability to research, learn and master subject matter areas as to which he or she is not currently knowledgeable
      --- Ability to develop good relationships with Members and staff of key Congressional committees of jurisdiction and those representing bluebird as a constituent
      --- Strong written and verbal communications skills, including ability to develop strong relationships with diverse individuals/groups.
      --- Command for and demonstrated success in complex, cross-functional organizations
      --- Demonstrate an affinity for processing complex information and summarizing it concisely in writing and/or verbally in a professional and time sensitive manner
      --- Executive presence with the ability to quickly establish credibility across all levels of the business and with external customers
      --- Proven track record of exceptional teamwork, communication and relationship management skills (including , proven ability to lead and manage contract consultants)
